Pakistan Decided to Recover PKR 14.24/unit on Electricity Bills Against Flood Relief on IMF Call

Islamabad February 23 2023: Federal Government has decided to charge up to PKR 14.24 per unit in next eight months to meet IMF conditionality for unlocking tranche of USD 1.2 billion, according to the Notification issued by NEPRA today.

According to NEPRA, Federal Government has filed policy guidelines for recovery of staggered Fuel Charges Adjustment applicable for the month of August 2022 and September 2022 from consumers of DISCOs and K-Electric, in the period of next eight months starting from March 2023 to October 2023.

The decision to charge the requested increased will be taken after the hearing on March 02,2023.

Protected consumers having 200 unit’s consumption of DISCOs would pay PKR 10.34 per unit in next eight months with the recovery of PKR 2.0 per unit in March 2023, PKR 2.0 per unit in April 2023, PKR 1.50 per unit in May 2023, PKR 0.95 per unit in June 2023, PKR 0.89 per unit in July 2023, PKR 1.00 per unit in August, PKR 1.00 in September and PKR 1.00 per unit in October 2023.

Non-protected consumers having 200 unit’s consumption of DISCOs would pay PKR 14.24 per unit in next eight months with the recovery of PKR 2.75 per unit in March 2023, PKR 2.75 per unit in April 2023, PKR 2.25 per unit in May 2023, PKR 0.95 per unit in June 2023, PKR 0.79 per unit in July 2023, PKR 1.50 per unit in August 2023, PKR 1.75 in September 2023 and PKR 1.50 per unit in October 2023.

Non-protected consumers having consumption between 200 and 300 unit’s of DISCOs would pay PKR 14.24 per unit in next eight months with the recovery of PKR 2.75 per unit in March 2023, PKR 2.75 per unit in April 2023, PKR 2.25 per unit in May 2023, PKR 0.95 per unit in June 2023, PKR 0.79 per unit in July 2023, PKR 1.50 per unit in August 2023, PKR 1.75 in September 2023 and PKR 1.50 per unit in October 2023.

Agriculture consumers having of DISCOs would pay PKR 9.90 per unit in next eight months with the recovery of PKR 3.00 per unit in March 2023, PKR 2.00 per unit in April 2023, PKR 0.5 per unit in May 2023, PKR 0.50 per unit in June 2023, PKR 0.50 per unit in July 2023, PKR 0.90 per unit in August 2023, PKR 1.50 in September 2023 and PKR 1.00 per unit in October 2023.

Protected consumers having 200 unit’s consumption of K-Electric would pay PKR 9.97 per unit in next eight months with the recovery of PKR 2.0 per unit in March 2023, PKR 2.0 per unit in April 2023, PKR 1.50 per unit in May 2023, PKR 0.95 per unit in June 2023, PKR 0.89 per unit in July 2023, PKR 1.00 per unit in August, PKR 1.00 in September and PKR 0.63 per unit in October 2023.

Non-protected consumers having 200 unit’s consumption of K-Electric would pay PKR 13.87 per unit in next eight months with the recovery of PKR 2.75 per unit in March 2023, PKR 2.75 per unit in April 2023, PKR 2.25 per unit in May 2023, PKR 0.95 per unit in June 2023, PKR 0.79 per unit in July 2023, PKR 1.50 per unit in August 2023, PKR 1.75 in September 2023 and PKR 1.13 per unit in October 2023.

Non-protected consumers having consumption between 200 and 300 unit’s of K-Electric would pay PKR 13.87 per unit in next eight months with the recovery of PKR 2.75 per unit in March 2023, PKR 2.75 per unit in April 2023, PKR 2.25 per unit in May 2023, PKR 0.95 per unit in June 2023, PKR 0.79 per unit in July 2023, PKR 1.50 per unit in August 2023, PKR 1.75 in September 2023 and PKR 1.13 per unit in October 2023.

Agriculture consumers having of K-Electric would pay PKR 9.90 per unit in next eight months with the recovery of PKR 3.00 per unit in March 2023, PKR 2.00 per unit in April 2023, PKR 0.5 per unit in May 2023, PKR 0.50 per unit in June 2023, PKR 0.50 per unit in July 2023, PKR 0.90 per unit in August 2023, PKR 1.50 in September 2023 and PKR 1.00 per unit in October 2023.

NEPRA Fuel Charges Adjustment (FCA) determinations dated 12-08-2022 and 12-09-2022 of PKR 9.8972/unit and PKR 4.3435/unit for the months of Jun-22 and Jul-22 respectively to be charged in the billing months of Aug-22 and Sep-22 respectively for XWDlSCOs. Similarly, for K-Electric consumers, the Authority through its determinations dated 07-07-22, 11-08-22 and 09-09-22 has determined Rs 9.8972 per unit of FCA to be charged in the Aug-22 billing cycle (PKR 6.8858/unit of May-22 and PKR 3.0114/unit of June22) and PKR 3.9738 per unit FCA to be charged in Sep-22 billing cycle (PKR 8.0909/unit of Jun22 and PKR (4.1171)/unit of Jul-22).

Rebasing of uniform tariff determined by NEPRA and recommended by it as “final tariff’ for publication in the official gazette was notified by the Federal Government — in order, to not burden the consumers disproportionately – in a sequence of PKR 3.5/unit in July 2022 and PKR 3.5/unit in August 2022. Consumers were hit by PKR 9.8972 per unit of FCA plus PKR 7 per unit of rebasing simultaneously in August billing. This is an average increase of PKR 16.90 per unit over and above the July rates.

The above adjustments in tariff significantly increased the electricity bills for the months of August and September 2022. Moreover, the extensive flood due to abnormally heavy monsoon rains also affected consumers across the country. Under this scenario, the Prime Minister of Pakistan, decided to stagger the recovery of XWD1SCOs and K-Electric FCAs applicable in August and September 2022.

In light of the above, and in order to extend the flood relief to a limited class of domestic consumers, the Federal Government in giving effect to its economic and social policy objectives had decided to make adjustment on account of the variation of fuel charges in the approved tariff of XWDISCOs and K-Electric to the extent of staggered recovery.

Non-ToU Domestic (Protected) consumers having 200 unit’s consumption had only paid PKR 3.8972/Unit FCA in August 2022 billing month. The remaining FCA of PKR 6/Unit (out of a total PKR 9.8972/Unit) would be recovered subsequently.

Non-ToU Domestic (Protected) consumers having 300 units of consumption and private agriculture consumers not paid any FCA in the August 2022 billing month. FCA of PKR 9.8972/unit would be recovered subsequently.

Non—ToU Domestic consumers having 300 unit’s consumption during the month of July 2022, not paid any FCA in September 2022 billing month. FCA of PKR 4.343 5/unit would be recovered subsequently.

Non- ToU Domestic consumers of K-Electric having 300 unit’s consumption during the month of July 2022, not paid any FCA in September 2022 billing month. FCA of PKR 3.9738/unit (after passing on the negative FCA of(4.l 171)/unit for the month of Jul-22 to consumers having consumption 300 units as well) would be recovered subsequently.
