Pakistan to Retire 8,021 MW of Imported Fuel Capacity by 2031

Islamabad September 26 2022: A significant quantum of 8,021 MW from the existing thermal power projects are scheduled to be retired from the Pakistan electricity generation capacity by 2031 according to “Indicative Generation Capacity Expansion Plan (IGCEP) 2022-31″.

Out of this a cumulative capacity of 7,339 MW comprising of 19 different power plants are expected to be retired from National Transmission & Despatch Company (NTDC)system while a total of 682 MW capacity is going to be retired from K-E , the company that supplies electricity to Pakistan’s Largest City, system in the upcoming years.

Hub Power 1,292 MW RFO based complex to retire in 2027 and KAPCO one unit PPA to expire in 2023. Mian Mansha two RFO based power plants namely AES Lalpir and AES Pakgen to retire in 2029.

For the purpose of the IGCEP, a power project stands retired either as per its PPA/EPA term or relevant CCoE decision.

Major retirement of generation capacity for the IGCEP 2022-31 corresponds to RFO based power projects, followed by Local Gas and then RLNG based power projects.

It is highlighted that 144 MW GTPS Block 4 U (5-9) has been retired during FY 2021-22, hence the same has been excluded from existing installed capacity.

This plan has been prepared by National Transmission and Despatch Company Limited-NTDC in compliance with the relevant provisions (i.e. PC-4 and PC-4.1) of Planning Code of the Grid Code and submitted the same for review and approval of the Authority.

However, final decision will be made after the hearing all stakeholders, interested/affected parties/persons and the general public on the above on October 19, 2022.
